Nyoman Nuarta was born on 14 November 1951 in Tabanan, Bali, the sixth of nine children. In the early 1970s he moved to Bandung to study at the Bandung Institute of Technology (ITB), initially majoring in painting before switching to sculpture within the Faculty of Fine Arts around 1973. He was part of the Gerakan Seni Rupa Baru, the Indonesian New Art Movement that emerged in Bandung in the mid-1970s. Just before graduating in 1979, he won the national competition to design the Proclamation Monument in Jakarta, and he founded his own studio and company, later formalized as PT Siluet Nyoman Nuarta, in 1975.

Over the following decades he produced a series of large public monuments, including Monumen Jalesveva Jayamahe in Surabaya and Arjuna Wijaya in Jakarta, culminating in Garuda Wisnu Kencana, a statue depicting the Hindu god Vishnu riding the mythical bird Garuda, sited on a cultural park in Badung, Bali, and completed in 2018 after decades of construction. In 2000 he founded NuArt Sculpture Park in Bandung, a private park and museum built around his own body of work, which today displays roughly half of the more than 100 pieces held there. In the 2020s he was engaged as the designer of Istana Garuda, the new presidential palace at Indonesia's new capital, Ibu Kota Nusantara (IKN), in East Kalimantan, work that drew both official recognition and public debate over cost and process. He continues to live and work in Bandung, West Java.
