Coomans was born on 28 June 1816 in Brussels. He trained first under Pieter van Hanselaere at the academy in Ghent, then at the Antwerp Academy (the Royal Academy of Fine Arts) under Nicaise de Keyser and Gustave Wappers, though no diploma or graduation date is recorded in surviving sources.

He established himself at the Paris Salon early in his career, exhibiting The Fall of Jerusalem by the Crusaders in 1841 and Bataille d'Ascalon in 1842, both reported as well received. Several of his history paintings from this period, including Soumission des tribus arabes (1844) and Scene de moeurs arabes. Fete (1846), entered the Royal Palace collection in Brussels. From the mid 1850s he turned increasingly to Pompeian genre subjects, a specialty that brought him wider fame and, according to dealer sources, led Napoleon III to purchase his painting The Last Days of Happiness in Pompeii. Coomans continued to exhibit at the Paris Salon through at least 1877.

He died on 31 December 1889 in Boulogne sur Seine, now part of Boulogne Billancourt, France.

Coomans built his reputation on the same Salon circuit as his better known contemporaries in the Pompeian and Orientalist genres. A widely repeated modern assessment, summarized in his Wikipedia entry, holds that despite real pictorial skill and rigorous composition, his Pompeian subjects lacked both the narrative scope of Jean Leon Gerome's history paintings and the sensuous finish associated with Lawrence Alma Tadema, the two painters most identified with the genre.
