Tu Hongtao was born in 1976 in Chengdu, China. He was admitted in 1991 to the affiliated high school of the Sichuan Fine Arts Institute, then went on to study oil painting at the China Academy of Art in Hangzhou, graduating from its Oil Painting Department in 1999.
